The Ministry of Finance, National Planning and Trade has received financing from the African Development Bank (AfDB) Middle Income Country Technical Assistance Fund toward the cost of the Consultancy Services for a Technical Audit and Reorganization of the National Bureau of Statistics (NBS) Office of Seychelles and intends to apply part of the agreed amount for this grant to payments under the contract for this consultancy.

The consulting services include conducting an independent technical audit of the National Bureau of Statistics (NBS) to assess:

  • The relevance of its current organizational structure and functions;
  • Its resources and capacity to fulfill its mandate effectively;
  • The extent to which it meets the growing data demands of national and international stakeholders;
  • The potential for improving its responsiveness through modern technologies and methodologies.

The audit aims to strengthen and reorganize NBS to enhance its ability to address emerging data needs, cross-cutting issues, and user requirements, particularly in light of advancements in technology and data sources.

The consultancy is expected to be completed within ninety (90) working days. A hybrid approach will be adopted, whereby the consultant will be physically based in Seychelles for key phases, including data collection, preparation of the inception report, and presentation of the final report. Other preparatory and analytical tasks may be undertaken remotely, within the overall duration of the contract.

The National Bureau of Statistics now invites qualified and experienced consultants to express their interest in providing these services. Interested consultants should submit relevant documentation demonstrating their:

  • Experience in conducting technical audits and institutional assessments;
  • Expertise in statistics, data management, and organizational restructuring;
  • Knowledge of modern statistical methods, data governance, and emerging trends in official statistics;
  • Capacity to work within a short timeframe and deliver high-quality assessments.

Eligibility criteria, the shortlisting process, and the selection procedure will be in accordance with the African Development Bank’s Procurement Policy (October 2015), available at www.afdb.org.
